Q: Can not update iOS 7.0.4 on iPad

I can't update to iOS 7.0.4.  When I try to go to App Store it says. Cannot connect to App Store. My websites are not loading and Facebook keeps shutting off saying logged out of session inactivity yet it will ask me to confirm log in but won't log on
