my bleutooth is not working

If you are trying to transfer files via bluetooth from an iPhone to a computer, that is not supported. The phone only supports a very limited number of bluetooth profiles. http://support.apple.com/kb/HT3647

To transfer files via Bluetooth you need a third party App like, for example, Photo Transfer, in order to move files between devices/computers.
