Nope. This is not possible.
The Apple ID and Password that was Originally used to Activate the iDevice is required
If you do not have that information you will not be able to use the Device.

"waiting for the ownere to do something" for 2 months, without turning it over to the proper authorities, makes you guilty of a crime commonly known as "theft by finding" in most jurisdictions.

Makes for an interesting paperweight. IF you stole the device do the right thing.

So - you have an iPhone or iPad but unfortunately it's stuck at the iCloud activation screen? And you don't remember your iCloud password and unable to restore your iCloud account - which means you are unable to use your device. You may think about selling your iPhone "on the cheap" to get some money back because it's better than keeping an unusable iPhone.
Don't give up - because I may help you to remove the iCloud account from your iPhone / iPad for free (Someone called it "Unlock iCloud").
FIRST ADVICE : UNLOCK YOUR IPHONE / IPOD / IPAD BY YOURSELF ONLY !!!
Do not use any Third Party Software or any Third Party Brokers ( only if they have been officially authorized by Apple) , otherwise you will simply waste one month of your time and you may also lose your money ...
WHAT YOU NEED TO UNLOCK YOUR DEVICE BY YOURSELF ( ANY IPHONE / IPOD / IPAD) :
1. You need the Email Address
***The Email address associated with your Apple ID ( the one associated with Icloud)
***If you don't remeber your Email , you may try to "Guess It" through Apple wizzard procedure :

***If Apple Wizzard does not work for you , contact me through this forum , and I will help you to find your linked Apple ID Email for free :-)
2. Access your Email Address linked to Locked Icloud
You will need to get access to your email address , in order to get full control of your Apple ID ( Manage Apple ID , Change Email , Change Password , etc)
3. Access Icloud
If you remeber your Apple ID Password , use it to access your Icloud.com account , otherwise , ask apple to reset your Password through Email Verification
4.Find My Iphone App
Once you get access to your Icloud.com website , go to "Find My Iphone" App and use it to "Unlink" the device you need to set up from the list. Select "All Device" , then select the device you need to set up with another Icloud Account.
If you followed this procedure by the letter , you should be good to go :-)

You keep pasting the same crap into every thread you can find that has anything remotely to do with Activation lock and some that don't, many of which, like this one, are years old.
