SETTING UP A NEW AIRPORT EXPRESS - BLINKING AMBER LIGHT

I'm trying to set up a new Airport Express and can't get past the blinking amber light. I have the ethernet cable plugged into the modem and to the Airport Express and then plug it in. It briefly blinks green, then solid amber then blinking amber.
