Tried to connect my 5s to my HTC sensation xe phone and an older samsung phone. My phone
Turns up on those phones but their phones do not turn up on my 5s . What gives here?
What other companies or phones does the 5 s recognize and accept?

This has never been a feature of iphone.
Iphone supports bluetooth for stereo heasdsets and speakers, handsfree telephone devices/headsets, some keyboards, some peer to peer apps from the apps store, and internet tethering if provided by the carrier.

My question then is since bluetooth is not an option how do you conenct your iphone to another phone through the wifi let alone how do you transfer files from one phone to another?

You should ask these "some people" how to do to.

You could try what most people in my experience do:- Email, iMessage, the many cloud based sharing apps such as DropBox etc or even a computer. There's probably other ways I've not mentioned that don't involve Bluetooth (which you've never been able to do on iOS) or Wi-Fi.
Yes but transferring a music file or a movie clip via email is a nightmare....
firstly most email providers never send such large emails and then even if you are able to how do you get it on to y our phone unless you open the attachment on your iphone via email. I am scared to even wonder if the iphone would recognize the format of the attachment.

Sync your data from HTC to yoru computer then use iTunes to sync data to iPhone.

I know but what I was trying to get at is if I am at a restaurant with a friend and she wants to send me a funny clip
there is no way I can get to do it
