I had a similar issue. I went to the official site (http://www.apple.com/itunes/download/) and it would redirect me to a "Thank You" for downloading itunes page. However, nothing would download or open.

The solution lies on the link you are using and your operating system. For example, I am running Windows 8.1 64-bit and therefore must download from a 64-bit link. I was recommended to visit a different download address (https://www.apple.com/itunes/affiliates/download/) which is a safe and official Apple download page. If the "Download Now" button does not work, click on a link below that asks "Using a 64-bit edition of Windows?" and it should redirect you to the page that worked for me (http://support.apple.com/kb/DL1615).
