It is not really clear just what you need to do...you posted in the Mac OS X Tiger forum with what sounds like an iPhone issue.
So, if your iPhone is not able to access WiFi as your subject line indicates, do the troubleshooting tips in http://support.apple.com/kb/TS1559.
If the problem is being unable to use the iPhone because it is disabled, you need to restore using the recovery mode by following the instructions in http://support.apple.com/kb/HT1212.
Whilst it may not be your fault I am afraid it appears that your post is on a forum which is not the best for your OS.
