http://www.apple.com/support/itunes/contact/
and follow the instructions to report the issue to the iTunes Store.
Regards.

The card I've had on my account for YEARS has been a prepaid debt card. I'm now trying to get a legit, US based Capitol One CREDIT card on the account and iTunes won't accept it.
I've already contacted iTunes support. They said I'll get an answer with in 48 hours. Most likely, after the new U2 album is no longer free. And that's another thing too, the download I'm trying to get is FREE!!

As to your issue, only the iTunes Store can help you with this. I understand the irritation, but please note that the U2 free offer is just a single song, not an entire album, so we're only talking about $.99 if you miss out but still want the track. Not a big deal, in my humble opinion.
