Laptop ruined with last iTunes update. Need to load iTunes on new one.

My computer crashed several times with the last iTunes update, so badly that the hard drive went and I had to purchase a new laptop.

Is there a way to easily get all of my iTunes information on the new computer by transferring it from my iPad or iPhone 5s, including the 2000+ songs I have on the devices?

Everything is backed up in the Cloud...is it better to get all my info back from there, and if so, how do I go about doing it?

My computer tech was able to get the music files off my old computer. Just not sure how to go about getting my apps, music, playlists, etc., onto the new laptop. It has Windows 8.1.
