my carrier told me they would unlock my phone but I never heard anything else from them. how can I get it unlocked?
can Apple help? My carrier do not have an online customer care so I would have to call them and I am overseas.

Only the carrier can unlock your phone. If the only way to contact them is by calling, then that is what you will have to do.
