cannot get itunes installed

All of a sudden my iTunes does not work - it is missing a DLL. I have tried repeatedly to repair and twice to reinstall. At the end of the installation, I get the message, that "Service Programs will not start" and that I might not have the rights. I have all the rights in the world, so I have no clue
