Do the adapters themselves go bad?
I am having trouble charging my iPad and don't know how to identify the cause. Is it the device, the cable, or the adapter?
Can you help me avoid spending money I don't have to spend?

As with all electronics its possible they can go bad.
If you can borrow a charger from someone to test that would be an easy way to test both cable and charger.
All three can be the cause. If it's still under warranty Apple may replace them if the fault meets the conditions of the warranty. Adapters and cables can and do fail as do iPads themselves.
A sensible thing to do prior to taking it to an Apple store is to ask someone you know who has an Apple charger and cable to test yours with. You'll know one way or another afterwards.
