For iTunes content if you are logged in to the iTunes Store on both devices with the same Apple ID you can have the same music on both devices. In addition, if you go to Settings/iTunes&App Stores and turn on automatic download any time you buy a song on one device it will automatically be downloaded to the other device.
Alternatively, you can manually get the song by going to iTunes Store on your iPad, tapping More > Purchased > Music > Not on this phone. Again, assuming you are logged in to the same Apple ID on both devices.
