    Define "outlook account on exchange."

Do you mean set up a corporate Exchange account on our phone?  Did you contact your IT department to notify them?

I'm trying to set up my outlook account on my iphone.

    I followed these steps :

    1. Tap Settings > Mail, Contacts, Calendars > Add Account.
    2. Tap Microsoft Exchange.
    3. You don’t need to enter anything in the Domain box. Enter the information requested in the Email,Username, and Password boxes. You need to enter your full e-mail address in the Email andUsername boxes (for example, tony@contoso.com).
    4. Tap Next on the upper-right corner of the screen. Your iPhone will try to find the settings it needs to set up your account. Go to step 7 if your iPhone finds your settings.

I put settings manually as i know the settings of my exchange server but my iphone is unable to verify my account information.

You're trying to set up an MS Exchange account (not "outlook account").  Follow the specific steps instructed by the IT department that manages the Exchange account (each server settings are different.)

If it still won't verify, contact them to troubleshoot on their end
