The "rest of them don't". Those that were illegally imported and re-sold on the gray market may. All phones that are legally sold in UAE have had facetime permanently removed.

Under Middle East, find your carrier. Footnote 4 applies to UAE and KSA:
FaceTime is not available in this country.
It is banned by law in those countries and has been permanently removed from all phones legitimately sold there. Any phone purchased in UAE or KSA that does have facetime was illegally imported and resold.

Look, no one here can help you. Go back to the store & return the phone if you're that unhappy, then purchase a phone somewhere that has FaceTime.

All phones sold legally in UAE and KSA have FaceTime removed. There will be no icon for FaceTime. There will be no settings for FaceTime. FaceTime CANNOT be added to these phones.
This is because those countries prohibit FaceTime.
Any phone in those countries that has FaceTime was not sold legally in those countries.
