Why have I lost the Outlook contacts and can only access those in icloud on both my laptop and desktop computers

I am trying to send information to one of the contacts that is normally in my outlook address book. That book appears to have gone away. The only contacts I have are those in icloud. I would think they would sync. Apparently i need to do that manually? Many of the contacts that have formerly lived in outlook do not show up in icloud. ?????
