WebDAV anonymous access

I'm trying to get WebDAV working on OSX Server 3.0.2.

I created a new folder for sharing and checked "guest access" in the settings, but i can't login without authentification. It only works when i login with a user account. I also tried to set it up manually, so i included "/private/etc/apache2/extra/httpd-dav.conf" in "/Library/Server/Web/Config/apache2/tpd_server_app.conf" and inserted in "/private/etc/apache2/extra/httpd-dav.conf":

<Directory "/Users/myusername/uploads">

Dav On

Order Allow,Deny

Allow from all

</Directory>

But it still doesn't work. Anybody an idea?

OS X Mavericks (10.9.1)
