I inadvertently did that a few weeks ago.
Plug in a USB keyboard and a USB mouse. A standard PC keyboard and PC mouse are fine to do this. They don't have to be Apple.
Then power-on your computer with the power button. That will allow you to sign in to your user account by entering the password with the USB keyboard and then re-enabling Bluetooth by clicking the top menubar icon with the USB mouse.
After Bluetooth is turned on, you may need to turn on power to your Apple keyboard and Apple mouse again for them to be recognized. (You shouldn't have to re-install them.)
Once you're certain that they are recognized again (should display in boldface when you click on the Bluetooth icon in the top menubar), power off the computer normally and unplug the USB keyboard and USB mouse.

I had the same issue. On a Mac Pro running Mavericks 10.9.2 and yesterday evening my cursor kinda started 'floating' around in space. It seemed like It was getting bluetooth interference from another user a long way away. It would just sorta dance in place, wiggling a bit, perhaps left-clicking on occasion. My magic mouse and magic trackpad each worked fine, except for the annoying wiggling. I tried everything I could find in the support community and nothing worked. Reset PRAM, restarted computer, etc. I didn't have a USB mouse and I stupidly shut off bluetooth. Well, now I had no way to turn it on and the wiggle-wiggle mouse kept its happy dance. I was totally screwed. I ended up going to Walmart and buying a corded mouse. They still sell them, over by the beta tapes and Kangaroo shoes. I got back home, plugged in the Logitech brick mouse, and immediately the wiggling stopped. I turned on Bluetooth, still no wiggling. Here we are an hour later and still no dancing cursor. No way in **** I am unplugging that dinasaur.
