Need help cannot make a purchase on my iTunes account

I Have a gift card not used on my iTunes account as well as a credit card on file everytime i try to make a purchase it refers me to the apple support however i only have a ipad and iPhone and it does not support that app called the number and they refered me to the support app also but I cannot get help if i cannot assess that website.
