Storage almost full. Storage shared with my iPad, so everything duplicates.
I don't want to keep buying more storage, but I also don't have time to sort everything
twice; especially photos in camera roll, photo albums, photo stream, etc.
What are options?

Start by looking at each device's usage and see how large the backup is for each if it is iCloud. Once every few months, I delete the backup completely and then create a new one. It takes up much less space.

OK, I have 25 GB total storage on iCloud, 15.7 available.
Backup size 7.4 GB for iPad, plus 1.8 for iPhone is 9.2 together.
I should delete & recreate the Backups? That would probably solve the
doubling of Contacts entries too...

You have a few problems going on...
Contacts shouldn't be doubling up. You should be synching them with iCloud or another mail account you have. If you are synching to 2 accounts that both have the same contacts that would cause your issue.
Your backup for the iPad is enormous. Do you have a lot of photos and videos stored in camera roll? Might be time to off load those to your PC, then clean out your camera roll.

Once uploaded to PC, I am not able to edit photos.
