Q: New IP 5, trying to backup from iCloud

trying to start up my new 5S, and running a backup from Icloud. well running... the progress bar has been stuck for hours.

What to do?

Is iPhone plugin to the wall power adapter and has Wi-Fi connection?

Yes it is, it is my initial setup, and asked if I wanted a backup from Icloud (My IP 4) confirmed,
now it has been stuck for about 7 hours (only 1/10 of progress bar).
Can I start the process all over?

You can start again, unplug then plug back in.
Do a Reset: Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Note: You will not lose any data

That starts the progress bar again, which then stops at about 10%

Just set it up as new and in the end of the procedure choose restore from backup.
