How do I give internet to my iphone 4s from my laptop, through Bluetooth or usb? Help
Can't find the answer anywhere.

It is the other way around.
Switch in iPhone Settings > Mobile/Cellular > Personal Hotspot: ON
The instruction is there in the above settings as well as the document you linked from.
Note: Your carrier needs to support this.
