Hi,

As has been said Add the Apple ID to the iPad.

Then you will get Pop ups to say the iPhone is using the iPhone Number and the Apple ID.

Accept these and they are added as the Send and Receive alternatives.

If the iPhone is actually Off at this point (And has been for some while) it may have been "de-registered" as an iMessages device.

If the Number is not on a Mac in it's version of Messages you may not pick up iMessages sent to the iPhone Number.

Everyone else will see the Not Registered message  (which you can test for yourself by selecting the iPhone Number when choosing yourself as Contact).
