How i activate iphone 5c i find it.need icloud and i don't know icloud email and password..?somebuty help me?

If the Activation Lock can't be removed, the phone can't be used.

If you found it then it is not yours to use. In which case, iOS 7's Activation Lock is doing exactly what it is designed to do - that is, preventing you from activating it and using it. Only the previous owner knows the iCloud ID and password to disable activation lock.
If you found it, you should turn it over to the police, or local security at the place you found it.
It doesn't belong to you. Activation lock is working exactly as it's intended to work. Turn it over to the police. Failure to do so makes you guilty of a crime in most jurisdictions.
