I don't have the option "cellular data acct" on my iPad

I have the latest iPad and want to set up a cellular data acct. Where is the place to do that?

iPad, iOS 7.0.4, iPad Air

If you do not have those settings on the iPAd, it might mean it is a WiFi only model. ARe you certain it is WifI + Cellular?
