Q: why after i back up my iphone with the cloud and reset my phone its still restoring everything under the iphone and not icloud?

why is everything still stored to my iphone aand not icloud even after deleting my phone? its still using up my phones storage and i just paid $20 for an extra 10 gb and its till not working
