received an exel document; how do I open it with Numbers format?

It should work if in Numbers you just File > Open as if it were a Numbers document.

Double-Click the file, or drag it to the Numbers icon on the Dock. If that doesn't work, it's not a compatible format.

Simply open the file in Numbers and it will be converted to Numbers format. Any issues found during conversion will be displayed as it is opened.

Use the menu item "File > Open...":
