Q: how do I activate iMessage on iphone 4

How do I set up Messages to be able to send and recieve. When I go into Messages I turn on iMessage, it comes up with Waiting for activation, then an error mesage box appears with "iMessage Activation An error occurred during activation. Try again. OK"

I have tried entering my apple id and password again numerous times. Just not working.  

iPhone 4S, iOS 7.0.4

It's possible that you carrier installed an update that renamed cellular to mobile.  If you look at the mobile setting you'll probably see the same settings inside as cellular had.  Also, if you can turn off wifi and still get on the internet with Safari on your phone, then you have an active data network plan.
