i have a macbook os x version 10.6.8 and i don't have the dictation/speech application. how can i get to download this application on my computer?

Download and install Mavericks (if your computer meets the requirements to handle Mavericks) and you will receive this application as part of Mavericks.
By the way, the HT5449 article you posted even says at the top that the feature requires Mountain Lion or later. Mountain Lion is OS X 10.8. You are running Snow Leopard OS X 10.6.
