What could be taking up 4.65 GB on my IPhone 4S Labeled as other?

I noticed "other" data is taking up 4.65 GB on my device. What is included in the term "other"? II've assumed it's data for the phone but I'd like to be sure.

iPhone 4S, iOS 7.0.4

This much "other" generally indicates corrupt files.

A restore should resolve.

A lot of it could be data for apps. Garmin for example downloads 2GB of map files that show as other. Most apps don't use data like this but app data is other.

Thanks went through map apps and files that might take up "other" space. I ended up restoring and that cleared out the excess.
