I went to make a settings change, found the option grayed, went to turn off Restrictions and code failed several times. Then the code (same as had previously been entered) worked and I turned off restrictions. Made the change I needed - to address for iMessages. Next I find Restrictions reverted to ON and the code I just used now does not work.
Lots of work arounds blogged, but no answer found as to whether this is a bug, why it occurs and will Apple own it and fix it.
