Liverpool is a Metropolitan Borough, in so many words, a county in its own right. It goes under the name of Merseyside.

http://www.apple.com/uk/buy/ sometimes a third party reseller can give you some added value you won't get at an Apple retail shop. If you find one, it is good to use them anyway as that can keep the local economy alive.
Not one in Preston or Lancaster, AB, I've looked. I follow your thoughts in that direction.
