the cloud has not sent reset messages to enable me to change my secutiy questions - any suggestions?

the cloud has locked me out of the password and security because it will not send me security reset messages also when it sent number verification code to iphone the new phone would not accept them any ideas?

iMac, OS X Mavericks (10.9.1)
