If it is illegal then who are the producers of this forbidden program and why apple technicians did not protect their products ? and why most of apple users use jailbroken devices

It's not illegal to jailbreak.

They did. It took the hackers many months to work out a way to do it. The vulnerability they found has already been fixed.
why most of apple users use jailbroken devices
They don't. Only a very small percentage of Apple users use jailbroken devices.
