Bluetooth not discovering or connecting

My iPhone 4S is not discovering my iPad Mini via Bluetooth, or vice versa.


Both are running iOS 7.0.4. Both just show "Searching..." (and show "Now Discoverable") but do not find each other, even when within 1 inch from each other.


I have tried turning each device on and off again, but to no avail.


Is Bluetooth an issue with iOS? I am new to Apple devices.

These are the supported Bluetooth profiles: http://support.apple.com/kb/HT3647


There is no support for Bluetooth connections to PCs, iPads, iPhones except for Internet Tethering (e.g., Personal Hotspot via PAN on iPhone) or for using third-party apps that provide peer-to-peer Bluetooth connectivity between iOS devices running the same app (such as photo sharing apps, e.g., Photo Transfer, multi-player games, etc).


What are you trying to do between these 2 devices over Bluetooth?
