Did you read the document you came from? Expanding GarageBand for Mac (v10.0) content with an in-app purchase

If you previously bought GarageBand, you can download it again for free using "Restore Purchase". from the GarageBand menu. Does that not work for you?

You need a good internet connection. The download has several GB.
