Using my ipad I can only send text messages to some of my contacts. How do I change all settings to be able to send text messages to all contacts?

The iPad can't do standard SMS, only iMessage. That means that, using the built in Messages app, you can only send messages to people with iPads, iPhones, iPod Touches, and Mac computers. There are apps in the App Store that will allow you to send text to other types of devices. Some of them off the service for free, some at a price.

Sorry, I don't really do much texting from my iPad. If you happen to be a Verizon Wireless customer, you can download VZ Messages which syncs to your Verizon phone and lets you text using your actual mobile number. It's not without it's flaws but it still pretty cool.

I Have no problems sending SMS (not iMessages) from my wifi only iPad. You will just have to register it so it appears that messages are coming from your phone (number). Works great. I now get all message history/threads on both devices (iPhone and iPad) regardless where they initiated, and regardless if it is SMS or iMessage.
