Why does Apple keep asking me to reset my security questions over and over again? How do they expect us to remember if we have to keep redoing it over and over again on the same day?

I had just redone all my security questions and committed them all to memory. Then the very next time I tried to log in-in oder to 'verify' they made me make up brand new ones. How does this 'verify' if they are new ones? How do they expect you to remember the security questions if they make you reset them over and over again on the the same day?
