Q: Can I use shortcuts in the My Photo Stream on a PC?

Can I use shortcuts in the My Photo Stream on a PC and have the photos shared on apple devices i.e. instead of copying the actual photo into the folder on my PC and using up disk space and more space on my external backup drive?
