Q: Cannot usb tether with ipad mini to Macbook pro

I have a Ipad air and Ipad mini both do not show up in the networks to connect to when usb tethering. I can tether with wifi and bluetooth to my Macbook pro. But not usb. I am running OSX 10.7.5 on my macookpro and ios 7.0.2 on the ipads. What's wrong? Celular data is turned on and the personal hotspot is turned on..
