I try to make my personal pics the screen saver and it doesn't let me move and scale it so it fits the screen.... The old system worked but this one doesn't. It gives me the option but I can't do anything.

You will need to either turn motion off or use a higher resolutio image - from http://support.apple.com/kb/HT5595 :
When the parallax effect is on, you may notice the following:
- Wallpaper, icons, and alerts shift slightly as you move your phone.
- When you set a wallpaper in Settings > Wallpapers & Brightness, the photo or image will be slightly zoomed and can't be scaled to fit the screen.
If you zoom in, you will need to rescale your wallpaper to fit to the screen. You can't rescale certain photo formats, including landscape or square images.
I still doesn't help me move and scale wall paper pics so I guess I'm stuck with a giant wall paper photo.
What doesn't help ? You've turned Reduce Motion 'on', or increased the resolution of your images ?
