Silence Setting in Do Not Disturb

Hi,

So I have allow calls from everyone selected, but when I scroll down I see Silence and only when locked is selected. Does this mean I will never hear calls when the phone is locked? Is there anyway to change this aside from choosing to unlock the phone all the time?
