What it is you wish to accomplish? You can only pair an iOS device to use another's Personal Hotspot, except for a few third-party apps that can use Bluetooth for limited game play. For the supported Bluetooth profiles, see:

you would need to use airdrop if you have ios 7. Otherwise you cannot pair 2 iphones together. to enable airdrop swipe up on home screen from bottom of your display.
