Calling the UK iPhone to iPhone

Is there a way I can call and text a UK iPhone user from my iPhone in the US for free without one or both of us being connected to wifi? Would iMessage work? Do VoIP apps work over the 3G network? Or would that use too much data?*


*Complete iPhone newbie, by the way. Sorry if I'm missing an obvious answer!

FaceTime is a possibility if both your carrier and the other parties carrier supports using it via cellular data: Following has more info: http://www.apple.com/ios/facetime/

Note the fine print at the bottom of the above link:

FaceTime over a cellular network requires iPhone 4s, iPhone 5, or iPad (3rd generation) with cellular data capability. Availability over a cellular network depends on carrier policies; data charges may apply.
