I can't get my Iphone 5s to recognize any bluetooth devices whatsoever. Mainly headsets. Does anybody else ecounter this issue?

Is it the new IOS 7 or is it a hardware issue tht comes with the Iphone 5s? The bluetooth scans for devices but absolutely nothing comes up.

iPhone 5s, iOS 7.0.4

BlueTooth will only "see" devices that are in Pairing Mode. You need to put your headset into Pairing mode to connect it. Check the instructions for the device.
