Q: Someone stole my iphone and the person who stole it shut it down how can I get it back with out them selling it or jailbreaking it or hackactivate it?

You cannot track the phone if it is off. Hopefully you had find my iPhone on and a passcode. The phone will be useless to whomever stole it when he/she tries to erase it and activate it.

Call the police and change your passwords.

Was this alleged address emailed or texted to you. If so, it is probably a phishing attempt to try and get you to provide your login details for the thief. If you logged into iCloud.com and were able to locate the device yourself, then you can contact law enforcement to see if they will assist you.
