While trying to download a free app it keeps asking for my account information and won't let me continue

Is it a new account, and if it is how did you create it ?
Unless you follow the instructions on this page when creating a new account : http://support.apple.com/kb/HT2534
then you will need to enter credit card details before you can use the account to download any item from the store (you should then be able to remove your card's details)
