When I touch Apple at the top of Safari , how do I change from Australia to United States?

On your iPad, go to Settings > General > International and make sure the region format is correct.

Also, make sure your country settings for the iTunes Store are correct:

Change your iTunes Store country

Sign in to the account for the iTunes Store region you'd like to use. Tap Settings > iTunes & App Stores > Apple ID: > View Apple ID > Country/Region.

Follow the onscreen process to change your region, agree to the terms and conditions for the region if necessary, and then change your billing information.

If you are referring to the Apple website Apple.com: scroll to the bottom of the website, and there should be a small circular flag next to the Contact Us link. Tap on that to change the country for the website.
