Whenever I check for available downloads it says I have some downloads ready, But when I go to download my content it asks me for billing information, I give my billing information and nothing happens. Then when I retry it it still doesn't work

I pre-ordered a LORDE Pure Heroine album late 2013 and when the pre-order release came out I never got the download because the itunes I'm using asked me to give my billing information which I have given already 100 times and nothing begins to download and I check for the pre-order again and it still says I have something available for download BUT it asks me for the billing information again.


So why do they need to keep asking me? I also see that every time I give my billing information I lose like $1 or 2 or so without being told?


So what is there to do about it if anyone has bumped into this issue?
