Note that any changes you make may only take effect on new conversations, so replying to an existing one that used your e-mail address may continue to do so.

That's not correct, my iPad sends iMessages from my iPhone phone number. I just can't send text messages to non-iOS or non-Mac devices.
If you don't have an iPhone, I think there is still a way to associate a phone number with your Apple ID for this purpose, though I could be wrong. Maybe in one of those bezillion links Tom provided there is an instruction on how to do that.

I know you said that you signed out of iMessages already. However, I've found that it's important the order in which you do things. Sign out of iMessage on both your iPhone and your iPad. Sign back in on your iPhone. Wait until it's completely active. Then, sign back in on the iPad using the same Apple ID. Did you try that?
